Modification and enhancement of a site through the use of the following elements: (1) soft landscaping — the use of living plant materials such as trees, shrubs, hedges, grass, and other ground covers plus the modification of the landform, such as berming and terracing; or (2) hard landscaping —non-vegetative materials such as brick, stone, concrete, tile, or wood, excluding asphalt for the purpose of surface paving.
