The power of the governor general to withhold the royal assent from a bill that has been passed by both Houses of Parliament.

Written communication by a state, upon consenting to be bound by a treaty, intended to modify certain provisions of the treaty in their application to that state. Must be compatible with the object and purpose of the treaty. May be withdrawn.
